Abstract: Government governance is an important part of the national governance system, its core is the combination of governance theory and government reform practice, to explore the path of government reform from the perspective of governance. In order to better understand the practice of government governance reform in China, an analytical framework of "new science of governance based on problem solving" is proposed to discuss governance issues from three perspectives: fundamental issues, framing thinking and solutions. In the search for solutions to the fundamental problems of government governance, the socialist administrative system with Chinese characteristics has been formed. Its main content is to build a government governance system with clear responsibilities, law-based administration and people's satisfaction.
