Meeting notice of International symposium on colleges and public hospital performance management

The performance management problem of colleges and public hospital has in recent years received much attention. In November 2015, the Push Forward the World First-class Colleges and the First-class Disciplines Construction Overall Plan, issued by the State Council, points out that we need to innovate the way of financial support, be more performance-orientation, form the incentive constraints mechanism, establish and perfect the performance evaluation mechanism, actively adopt the third party assessment, and improve the scientific level and credibility. In May 2015, China issued Under the State Council general office on urban public hospital comprehensive reform pilot guidance, clearly puting forward evaluation mechanism which is public-welfare-oriented. Family planning administrative department of health or specialized management institutions of public hospitals should make the performance evaluation index system of performance management, which is becoming the important tool and means of government to implement reforms and improve the public service quality. At the same time, colleges and public hospitals are also advancing the reform of different types and levels of performance management, motivating their employees and increasing their competitiveness, moving forward to high level of public services.

Obviously, a high level of performance management is helpful to promote the world first-class university and the world first-class disciplines construction, and promote the health construction of China and deepen the reform of public hospitals. It is of great significance and has a far-reaching impact.

Compared with practical demand, the performance management research of colleges and public hospital lag just in its infancy, whose specialized, scientific and theoretical level remain to be strengthened. Under the background of deepening the reform and the modernization of state governance system and governance capacity, we need to pinpoint the strategic role of performance management in higher education and the development of medical and health services, diagnosing the opportunities and challenges of the implementations of performance management in these two areas, summarizing historical experience and lessons, drawing lessons from international advanced experience, in line with international standards and setting up a sound, scientific and effective performance management mode with Chinese characteristics.

International symposium on colleges and public hospital performance management will be held by the School of Public Administration and Policy, RUC and Chinese Academy of Personnel Sciences and co-organized by the Evidence-based Governance Research Center of Renmin University of China. The seminar will be held at the Friendship Hotel in Beijing on July 6-7, 2017. The purpose of the seminar is to promote dialogues between performance management theories and practices, international and domestic scholars, different disciplines and different policy areas.
