Introduction of International Conference on Performance Management for

Public Universities and Hospitals

The performance management for public universities and hospitals has become a significant policy issue in China. In October 2015, the Chinese State Council released the Overall Plan to Promote the Construction of World-class Universities and World-class Disciplines, vowing to reform the education financing scheme with a performance orientation, develop more scientific and credible performance evaluation mechanisms, and actively pursue third-party evaluations. In May 2015, the General Office of the State Council published the Guiding Opinions on Pilot Comprehensive Reform of Urban Public Hospitals, mandating public-benefits-oriented evaluation systems for urban hospitals. Performance management has been becoming an essential tool for the government to reform the public institutions and improve the quality of public services. In the meantime, public universities and hospitals are experimenting with various performance management systems in order to motivate their employees, enhance their competences, and improve their service quality.

However, the research on performance management for public universities and hospitals still cannot satisfy the demand of practices. As China moves to deepen its reform and promote the modernization of its governing system and governing capability, there is a great need to understand the strategic role that performance management can play in these two policy areas, to identify the opportunities and challenges in implementing performance management, to review the historical lessons, and to learn from international benchmarks.

In order to facilitate the practice and research on performance management in public universities and hospitals, the School of Public Administration and Policy of RUC and the Chinese Academy of Personnel Science jointly organize the "International Conference on Performance Management for Public Universities and Hospitals." The conference aims to strengthen the dialogue between theory and practice, between international and domestic experts, between different disciplines, and between different policy communities.
