Science and value: Risk decision-making mechanisms and optimization in the context of the COVID-19 epidemic

Abstract: Novel coronavirus outbreak is essentially a public health emergency, so the decision of epidemic prevention and control belongs to the category of risk decision, that is, how to make risk management decision under the environment of strong professionalism, high uncertainty of decision factors and difficult simulation of the expected effect of decision results. The core of risk decision making is to deal with the relationship between science and value. From the perspective of existing research and decision-making practice, the academic community has three viewpoints: value-based, science-first and the integration and consultation of the two. From the development process of the epidemic, the decision-making process of epidemic prevention and control has been faced with the intertwine and interaction of scientific and value factors. Based on the existing public news information, based on the earliest found cases of cases to the wuhan municipal government decided to take this time decision-making leads "seal town" as the research object, the groups that are relevant to the decision-making process is divided into group of science and value, and the time period of divided into value as the base, scientific decision-making process, scientific leading three stages, and summarizes the COVID - 19 outbreak reflected Chinese six characteristics of risk decision-making mechanism. Finally, this paper proposes that China must establish a scientific and value-based institutionalized consultation and cooperation mechanism when faced with risky decisions such as the Covid-19 epidemic in the future, and puts forward five corresponding policy suggestions to achieve this goal.
