In contrast to the traditional decentralized and fragmented organizational staffing management, collaborative and efficient organizational staffing management requires adherence to "eight synergies", namely, reform synergy, departmental synergy, vertical synergy, regional synergy, resource synergy, data synergy, evaluation synergy, and public-private synergy. These eight synergies complement each other, they restrict, complement and promote each other. Thus, we should combine the reform of institutional establishment with the reform of delegating power, delegating power and serving service, the reform of budget system, the construction of digital government, the optimization of administrative division, and the standardization of the relationship between central and local governments. Collaborative governance is a trend of modern national governance, and organization establishment management based on "eight synergies" is the basic content of collaborative governance.
