These eight synergies complement each other, they restrict, complement and promote each other. Thus, we should combine the reform of institutional establishment with the reform of delegating power, delegating power and serving service, the reform of budget system, the construction of digital government, the optimization of administrative division, and the standardization of the relationship between central and local governments. Collaborative governance is a trend of modern national governance, and organization establishment management based on "eight synergies" is the basic content of collaborative governance.
