I am mainly thinking about the reform of institutions and administrative systems in the context of national governance in the new era, and in particular how to understand the discussion on institutional and administrative system reform in the report of the 19th National Congress of the Communist Party of China. This part of the report is concise and comprehensive, and generally follows the logic of administrative system reform from the perspective of national governance modernization. From the point of view of administrative ecology, administrative system involves two aspects: internal structure and external structure. Internal structure refers to the establishment of an organization and the relationship between different departments within the organization, including responsibility allocation, power, responsibility, personnel, establishment, scale, level, specialization and other issues. The adjustment of external structure revolves around the adjustment of the relationship between the party and government, the relationship between the government and the market, the relationship between the government and society, and the relationship between the central government and the local government. There are mainly three kinds: the first is the structure across "departments" (government, society, market). This involves the reform of delegating power, delegating power, improving services, and promoting service-oriented government. It also involves the reform of public institutions. The second is the cross-hierarchy structure. The central-local relationship belongs to this area, which emphasizes giving more autonomy to governments at and below the provincial level. Third, cross-organizational structure, party-government relations, party-government offices belong to this category. In general, these are the adjustment and reform of the governance structure, because governance is to define the functions, responsibilities and relations of different governance subjects.
