Abstract: To view national governance from the perspective of system construction is not only an important path of governance research, but also an important experience and requirement of China's national governance practice. This paper tries to put forward a conceptual framework to discuss the institutional logic of national governance from the perspective of institutions. Based on the decision of the Fourth Plenary Session of the 19th CPC Central Committee, this paper discusses the overall logic, development logic, evaluation logic, constitution logic, organization logic, operation logic, behavior logic and reform logic of system construction from eight aspects, and puts forward some problems that need to be studied in the future.
