Abstract: The current understanding of national governance tends to focus on the macro level, and the lack of theoretical discussion on the micro basis. It is suggested that the evaluation of national governance should be measured from the perspective of citizen happiness, and administrative burden should be regarded as a key role path. Taking the "Internet + government services" as an example, this paper studies how the modernization of national governance improves citizens' happiness by reducing administrative burden. It is pointed out that the government should pay high attention to the negative impact of administrative burden, and reduce the administrative burden by deepening the reform of "Internet + government services", so as to realize the steady and universal improvement of citizens' happiness. This paper puts forward some theoretical propositions to be further studied in the future, and discusses the development direction of the modernization of national governance.
