Central-local relations and the design of local government performance management systems: an analysis of British practice

Abstract: For the local government performance management, whether should develop a national unified framework, has been controversial. In theory, performance management has not received sufficient attention from the central and local perspectives. This paper takes Britain as an example to discuss this issue. Under different central land relations, British England central leading transition from a centrally responsible to the local autonomy, wales, Scotland local three kinds of local government performance management mode, in the subjects of evaluation, evaluation framework and indicators, evaluation methods, evaluation result application four aspects reflects the diversity of the system design. The experience of the UK enlighten us that when optimizing the local government performance management in China, we should pay attention to the following points: adhere to the unity of difference and systematization; Give full play to the overall planning function of the provincial government and promote the multi-subject governance; Timely and dynamic adjustment according to environmental change and reform; We will focus on improving public services and learn from each other.
