Introduction：During an international workshop on emergency management last December, the first invited speaker, a well-known scholar, started with a somewhat surprising talk. His main point was that he actually did not know what to say—because everything in emergency management, which he believed in, taught to students, and wrote in textbooks, seemed dubious, questionable, or incorrect in the face of Covid-19.
