On 29 May 2019, the procurement team of our centre conducted negotiations with the School of Public Administration and Policy (Centre for Evidence-based Governance) of Renmin University of China on the subject of research on the performance assessment system of public resource trading centres in the province. The purpose of this subject research is to implement the spirit of national reform on the integration of public resources trading platforms, to further promote the standardisation, science and coverage of the province's public resources trading system, to enhance the level of risk management and to improve the effectiveness of the use of trading data in public management in accordance with the requirements of the provincial government on the establishment and improvement of the performance evaluation system of public resources trading centres. The research on this subject takes the performance evaluation system as a push to help build a long-term mechanism for the management of the public resources trading business in Guizhou Province, demonstrate the law of the development of the public resources trading business in Guizhou Province, and consolidate and promote the experience of the development of the public resources trading business in Guizhou Province through the establishment of a set of scientific, reasonable and easy-to-operate index system and supporting system.
The main contents of the subject research include:
Basic theoretical research on the government performance assessment index system and supporting system; field research on the needs of the performance assessment system of public resource trading institutions in Guizhou Province; establishment and improvement of the performance index system and assessment system of public resource trading institutions in Guizhou Province; tracking research and practical consultation; and strategic suggestions on the establishment and improvement of the assessment system of public resource trading institutions in Guizhou Province.
The smooth conduct of this negotiation provided a boost to determine the smooth conduct of the research on the subject, making the cooperation parties clearer and more definite in their objectives and laying a solid foundation for the smooth implementation of the research topic.
