Led by Professor Li Wenzhao from the School of Public Administration and Policy and hosted by the Center for Evidence-based Governance of Renmin University of China, from 9 to 10 Oct. 2019 went to Guizhou Qiandongnanmunicipal government affairs service center, QiandongnanJiuliMiaoMei handicraft co., LTD., QiandongnanCityPublic Resources Trading Center, Kaili government affairs service center,Xijiang community service center in Leishan county and other places, conducted research on the reform of "delegating power, delegating power, and improving services".

First, Investigation of Xijiang Community Service Center in Leishan County, QiandongnanCity.On the afternoon of October 9th, the research team arrived at Xijiang Community Service Center of Leishan County, QiandongnanCity to conduct a survey and learn about the implementation of local government service.

Second, Qiandongnan Public Security Bureau Traffic Police Detachment Vehicle Management Research.On the morning of October 10, the research group went to the traffic police detachment vehicle management station of Dazhou Public Security Bureau to carry out research.

Third, QiandongnanJiuliMiaomei Arts & Crafts Co., Ltd. JiuliMiaomei Arts & Crafts Co., Ltd. is a manufacturer, wholesalers and retailers of silver ornaments, national costumes and handicrafts in Kaili City. It is a direct beneficiary of the local reform of "regulation and service".

Forth, Survey of QiandongnanCity and Kaili Municipal Government Affairs Service Center.On the morning of October 10th, the research team went to QiandongnanCity Government Service Center and Kaili City Government Service Center to carry out field research.

Fifth, Survey on public resource trading center.QiandongnanCity public resources trading center was founded on May 9, 2012, is a state of public resources trading service platform, mainly be responsible for the organization of public resources to enter transactions, as the public resources trading market main body in trading places, facilities and services, to undertake transactions in the registration, evaluation experts extraction, platform, resource arrangement, order management, data statistics, archives management, and other related services.

Sixth, QiandongnanCity "delegating power, regulating and serving" reform evaluation forum.On the afternoon of October 10, the research group went to the conference room of QiandongnanCity to participate in the symposium.

After a two-day visit, investigation, discussion and exchange, the evaluation team had an in-depth understanding of the work effect, characteristics and typical practices of the reform of "delegating power, regulation and service" in QiandongnanCity, and collected a lot of first-hand research materials and materials, which provided strong support for the next research and evaluation.
