Led by Professor Ma Liang from the School of Public Administration and Policy and hosted by the Center for Evidence-based Governance of Renmin University of China, from 8 to 9 Oct. 2019 went toQiannan Government Affairs Service Center, Duyun City Government Affairs Service Center, Sandu County Government Affairs Service Center and Qiannan Government Affairs 110 Platform to investigate the reform of "delegating supervision and administration" in QiannanCity. The leaders of QiannanCity warmly welcomed and supported the investigation work. The investigation was accompanied by Guo Xingwen, deputy secretary general, director of the Political Research Office and executive deputy director of the Reform Office, Zhong Chengpeng, deputy secretary general of the State Government, Ye Zhimin, deputy director of the Political Research Office and full-time deputy director of the Reform Office and other comrades.

I. Survey on the Government Affairs Service Center of Duyun City, QiannanCity

On the morning of October 8th, the research team arrived at the government affairs service center of Duyun City, QiannanCity. Duyun City is the administrative capital of QiannanBuyi and Miao Autonomous City.

II. Survey on the Government Service Center of Sandu County in QiannanCity

On the afternoon of October 8th, the research team went to the Administrative Service Center of Sandu County in QiannanCity to carry out research.

III. Survey on Qiannan Government Service Center

After finishing the survey of Sandu County Government Service Center, the research group drove to Qiannan Government Service Center.

IV. Survey on the 110 platform of Qiannan government affairs

On the morning of October 9th, the research group went to Qiannan government 110 platform to visit, investigate and exchange. The research group visited Qiannan 110 telephone service hall, 110 command center and duty room of functional departments, and understood the relevant working mechanism through publicity materials.

Ⅴ, QiannanCity Research Forum

After visiting the 110 platform of government affairs, the research group went to the meeting room of QiannanCity Committee to participate in the expert group's research forum.

After a two-day visit, investigation, discussion and exchange, the evaluation team had an in-depth understanding of the work effect, characteristics and typical practices of the reform of "delegating power, regulation and service" in QiannanCity, and collected many first-hand research materials and materials, which provided strong support for the next research and evaluation.
