From October 8, 2019 to October 10, 2019, the third party evaluation research group of Guizhou “Fangguanfu” reform organized by the evidence-based governance research center of Renmin university of China, led by associate professor Zhang Nandiyang of the School of Public Management, went to Bijie and Liupanshui of Guizhou province to investigate the reform of “Fangguanfu”.

On the afternoon of 8th, the research group held a discussion meeting with relevant departments and units in Bijie city government. First of all, Gao Yangzong, Secretary-General of Bijie municipal Government, introduced the progress of the reform of “Fangguanfu” in Bijie. The members of the research group discussed the specific implementation of the above reform work with all participating units, and understood the effectiveness of Bijie's work in the reform process of “Fangguanfu” as well as the difficulties.

On the morning of 9th, the research team visited the government affairs Hall of Bijie Government Affairs Center, and had an in-depth exchange with the staff of the government affairs center on the service environment, service functions, stationed departments, stationed matters, working procedures, integrated package services and online affairs of the government affairs hall.

On the Afternoon of 9th, the research group first came to the Shuicheng County government service center. Next, the research group visited LiupanshuiLiangdu Kiwi Industry Co., LTD. Finally, the research group came to the Liupanshui municipal Government service Center.

On the morning of 10th, Associate Professor Zhang Nandiyang and her group had a discussion on the work related to "Fangguanfu" with the leaders of 21 Bureau committees of Liupanshui Municipal Government in the 7th meeting room of Liupanshui Conference Center. The symposium was moderated by Mr. Xu Lingxuan, Deputy Secretary general of the Municipal Government.

Through this survey and interview, the research group had a deeper understanding of the achievements, highlights and problems of the reform work of "Fangguanfu" in Bijie city and Liupanshui City, Guizhou Province, and put forward suggestions for the next step of "Fangguanfu" reform work in Bijie City and Liupanshui City, which provided guarantee for the research group to successfully complete the evaluation work.
