On July 31, 2019, Leading by Professor Ma Liang of the Research Center for Evidence-based Governance and Public Performance of Renmin University of China, the third-party evaluation team of Guizhou's reform of "delegating power, regulation and service" went to the Government Service Center of Guian New District, the high-end equipment park and relevant departments of the Management Committee to carry out research.They had an in-depth exchange of views on the progress of the reform of "delegating power, regulating and serving" in Guian New Area.

In the morning, the research group arrived at the Administrative Service Center of Guian New District by car and was warmly received by Wan Lin, deputy secretary of the Party Group and director of the Administrative Service Center of Guian New District, and Sun Chengping, member of the Party Group of the Administrative Examination and Approval Bureau and deputy director of the Administrative Service Center.

In the afternoon, under the guide of Deputy Director Sun, the research team came to the high-end equipment park, visited the enterprises in the park, and talked with the enterprise staff.

After visiting the enterprises, the research group went to the Management Committee of Guian New District to have a discussion with the relevant departments of Guian New District. Twenty departments including Legal Affairs Office of Guian New District, Market Supervision Bureau, Comprehensive Law Enforcement Bureau, Safety Supervision Bureau, Tax Bureau and so on participated in the discussion. Sun, a member of the Party Group of Administrative Examination and Approval Bureau of Guian New District and deputy director of Government Affairs Service Center presided over the meeting.

Finally, on behalf of the research group, Professor Ma Liang gave thanks and made a conclusion.

After a one-day visit and discussion in Gui 'an New District Government Service Center, High-end Equipment Park and relevant departments of the Management Committee, the research team obtained a wealth of interview information and first-hand materials, which will lay a solid foundation for future scientific research. The research group also sincerely appreciates the support and considerate reception from the above units. During the research interviews and interactions with various departments, the research group has gained more research inspirations and perspectives. The research group will also give full play to its professional advantages to help the reform of "delegating supervision and service" in Guizhou.
