From July 29, 2019 to July 31, 2019, the research group on "Research on Performance Evaluation of Public Resources Trading Institutions in Guizhou Province" hosted by the Center for Evidence-based Governance of Renmin University of China went to Guizhou Province to conduct field research. Professor Wang Conghu, Associate Professor Zhang Zhang, Associate Professor Hu Wei, Lecturer Dong Changgui and 10 students from the research team, including Men Yulu, Wang Lulu, Zheng Lianhu, Liu Wenqing, CaiRexing and Zhou Runmin, visited the public resources trading centres in Guizhou Province and Anshun, Zunyi, Tongren, Bijie, Liupanshui, Qiandongnan and Qianxinan, and held discussions with relevant comrades to gain a better understanding of the performance of public resources trading institutions in Guizhou Province. The development of the public resources trading business in each city, and initially discussed the experience characteristics of the operation of public resources trading institutions in Guizhou Province and the need for a performance management system.

The research team was invited by the Guizhou Provincial Public Resources Transaction Centre to conduct this study. Guizhou Province is one of the early provinces in China to carry out public resource transactions, and has made outstanding achievements in the institutionalisation, systematisation and electronic construction of public resource transactions. In order to further enhance the level of public resource transactions in the province, strengthen the up-and-down mechanism of public resource transaction agencies in the province and promote the good and fast development of public resource transactions in the province, in the spring of 2019, the Guizhou Provincial Public Resource Transaction Centre specifically set up a project and commissioned our Institute to conduct a systematic study on the establishment and improvement of the performance evaluation system of public resource transaction agencies in Guizhou Province. The Institute attached great importance to this and formed a subject group headed by President Yang Kaifeng, integrating the research strength of both public resource transactions and performance management of our Institute. The subject group conducted a field survey of the provincial centre and the public resources trading centres in Guiyang, Qiannan and Gui'an New Area in late May 2019. This research was the second field research activity conducted by the subject group.

On the morning of 29 July, Professor Wang Conghu's team attended the kick-off meeting of the research activities and visited the provincial centre on behalf of the research team. Comrade Ma Kai, secretary of the party group and director of the provincial centre, attended the kick-off meeting, expressed sincere welcome to the subject team and made research suggestions on the subject study. The subject group inspected in detail the service hall, bid opening area, witness centre, bid evaluation area and multi-function hall of the provincial centre, watched the demonstration of public resources transaction data analysis, and understood in detail the situation of the application of big data of public resources transaction.

From the afternoon of 29 July to 31 July, the research team was divided into four teams to conduct site visits and structured and unstructured in-depth interviews with the public resources trading centres in seven cities of Guizhou Province. The main leaders of each city public resources trading centre and the persons in charge of the relevant departments gave detailed presentations on the basic situation of the public resources trading centres, the construction of the Party's integrity and corruption prevention, the standardised management and the assessment and evaluation. The teachers and students of the subject group also discussed in depth with the trading centres on issues such as top-level design of the trading centres, scope of trading areas, charging of transaction fees, service and supervision issues, system platform construction, standardised file management, innovative management mode, positioning and basis of assessment work, assessment index setting and third-party assessment.

It is reported that as early as 2012, public resources trading centres were listed and established in each city of Guizhou Province. In 2016, Guizhou Province was listed as the first batch of national pilot public resources trading platform integration. In recent years, on the basis of successful experiences from all over the country, the Guizhou Public Resources Transaction Centre has relied on the province's advanced e-government technology and vigorously carried out the construction of electronic transaction services, taking the lead in the country in realising "one network, three platforms and twelve systems" for electronic public resources transactions, realising the entire electronic operation of public resources transactions, which has strongly promoted the cause of public resources transactions in the province. This has strongly promoted the development of public resource transactions in the province and provided useful experience for the construction of electronic public resource transactions nationwide.

The "Research on Performance Evaluation of Public Resources Trading Institutions in Guizhou Province" aims to implement the spirit of the national opinion on deepening the integration and sharing reform of public resources trading platforms, implement the deployment of the Guizhou Provincial Government on establishing and improving the performance evaluation system of public resources trading centres, establish a set of scientific, reasonable and easy-to-operate performance management and supporting systems, and promote the supervision system of public resources trading institutions. Promote the standardisation, science and efficiency of the regulatory system of public resources trading institutions.

Through this research, the research team completed a comprehensive field study of public resource trading institutions in all cities of Guizhou province, mapped out the basic situation of the development of public resource trading in the province, and obtained a large amount of first-hand information, which laid the foundation for the subsequent research activities.

During the research period, Professor Wang also took the time to be the keynote speaker of the third session of the 2019 Guizhou Public Resources Transaction Lecture Hall, introducing in detail his research on the changes in "management and administration", "business environment" and "Internet+Public Resources Transaction". The third session of the Guizhou Public Resources Transaction Lecture was held in Guizhou Province. All the cadres and staff of the Guizhou Public Resources Transaction Centre, the city Public Resources Transaction Centre, Guizhou Qian Yun Jizhong Bidding and Purchasing Service Co participated in the activity.
