On October 8, 2019, the third party evaluation group of Guizhou's reform of "delegating power, regulation and service", led by Professor Yang Kaifeng, dean of the School of Public Administration, Wang Xin, a visiting scholarand Xing Xiaoyu, a doctoral candidatevisited the Reform Office of Guizhou Provincial Committee of the Communist Party of China to conduct research.Relevant departments of Guizhou Provincial Reform Office attached great importance to the investigation work and made elaborate organization and arrangement.
On the morning of October 8th, dean Yang Kaifeng and his delegation had a discussion with the Reform Office of Guizhou Provincial Party Committee. Leaders of the Reform Office of Guizhou Provincial Party Committee warmly welcomed President Yang and his delegation. Xiao Zhangjie, deputy director of the Political Research Office of Guizhou Provincial Party Committee and full-time deputy director of the Reform Office of Guizhou Provincial Party Committee, chaired the meeting. Yang Changde, deputy director of the Supervision Office of the Reform Office of Guizhou Provincial Party Committee, and Yang Huan, a cadre of the Supervision Office of the Reform Office of Guizhou Provincial Party Committee, attended the meeting. This seminar focuses on the reform of "delegating power, regulating and serving" and the deepening of reform in Guizhou province.
At the first stage of the meeting, President Yang Kaifeng, on behalf of the Third-Party Evaluation Group on the Reform of 'Delegating Power, Regulation and Service' in Guizhou Province, first informed the Reform Office of the planning and promotion of the reform of 'Delegating Power, Regulation and Service'.
At the second stage of the conference, Dean Yang, on behalf of the research group "Influencing Factors of Local Governance System and Governance Capability, Reform Path and Governance Effect", conducted the second semi-structured in-depth interview with the Reform Office (the first interview was on September 28, 2017) to understand the changes and development of deepening reform in Guizhou Province in the past two years.
